NTRUDUCTION: The benefits of electronic data storage are subject to a variety of threats, such as theft of vital information, manipulation of core information and wasting the information capital. The present study aimed to provide a digital information security strategic model. METHODOLOGY: In a descriptive-correlational study, 196 experts and librarian working in the digital libraries of universities of Tehran, Iran were selected by purposeful sampling method and asked to complete questionnaires. The validity and reliability of this questionnaire were confirmed by confirmatory factor analysis and Cronbach alpha. Data were analyzed by using descriptive statistics (mean and standard deviation) and analytical statistics (path analysis). FINDINGS: The effects of information security policy, information architecture, information security organization, information system development, human resources security and content protection were significantly positive on the digital information security in digital libraries (P <0. 01). Also, among the variables in the model, information system development had the most direct effect on digital information security in digital libraries (0. 44). CONCLUSIONS: The findings of the research indicated the effect of model variables on information security in digital libraries. Using the results of this research, digital planners and administrators can enhance the security of information stored in digital libraries.

Purpose: Seeks to identify information interoperability protocols in 36 leading digital libraries to identify appropriate indicators. Methodology: Data gathering tool was a researcher-made questionnaire. Descriptive and inferential frequency, percentage, Lambda and Fisher's test were employed for analysis of data. Findings: 29 (80%) libraries used OAI-ORE protocol, 6 (16%) university, school and special libraries used OAI-PMH protocol. Z39. 50 more often used by national libraries. Public libraries used Z39. 50 and SRU/W for better interoperability. Special libraries used protocols most and were more successful in Interoperability. School libraries rarely used any protocol. Conclusion: The use of Z39. 50 was influenced by the scope of library’ s activity. Availability of archival resources and cultural objects (for example, museum objects) has led the libraries to use OAI-PMH for better interoperability. The use of Z39. 50 and SRU/W was influenced by use of federated model in digital libraries. The use of OAI-PMH was influenced by the use of harvested model in digital libraries.

Introduction: The present study states that the success in implementing the knowledge management architecture in the field of electronic services for business in digital libraries requires the evaluation of knowledge management in the digital library. For this purpose, the researchers have studied the implementation of digital library research in the form of digital enterprises to set up a link for electronic business such as culture centers in digital and functional form in public libraries of Tehran. Basically, the application of this work is that by first setting up a link in the digital library at the level of public libraries, it is possible to open the door to electronic business, so that researchers can do research in this field and people seek work and creation in entrepreneurship, and in this way, electronic services can be launched in public libraries and these services can be guided through prioritization and knowledge management architecture, and a model and pattern that has been proposed in this research can be opened. and considered the initiator of this work.Methodology: This research is based on the purpose of an applied-developmental study and based on the method of data collection, it is a descriptive study of the cross-sectional survey type. Also, in this study, a mixed research method (qualitative-quantitative) was used. The data collection tool in the qualitative part was a semi-structured interview, and in the quantitative part, a questionnaire with face validity and with a Likert-type scale. The statistical population in the qualitative section includes 33 experts of digital library managers, who were selected by the purposeful sampling method, which was reached up with 12 interviews. To analyze the data in the qualitative part, the theme analysis method and MaxQDA software were used. Then, using gap analysis and performance analysis, the priority of knowledge management architecture in e-business services was discussed. The quantitative statistical population includes 150 digital users and 50 digital library user experts. The sample size was checked with Morgan's table, Cronbach's alpha and Likert's scale were also used for the questionnaire, and Friedman's test was also used for prioritization. Sampling in quantitative section was done randomly. In order to answer the research questions for the qualitative part, it was done through indirect observation, and after answering the interview questions, it was semi-structured. Basically, the user was allowed to do it alone and to some extent with an open hand without having any answer to the relevant questions in a restricted manner.Findings: The research findings show that knowledge management in the digital library is at the initial level of the productivity model in digital libraries. The gap between the performance level and the expected level is wide. But in general, they achieved a meaningful relationship. In the field of electronic services, expectations (importance) are close to perceptions (performance). But in the case of variables such as knowledge management results, knowledge processes, knowledge management architecture, e-business, gaps in requirements and priorities were observed. According to the research obtained in the background section, it needs more understanding and investigation which shows that variables such as electronic business service requirements of digital libraries, the communication chain of knowledge management architecture in digital libraries are needed in this library and should be investigated. It can also be said that the research findings show that knowledge management in the digital library is at the initial level. The gap between the performance level and the expected level is wide. Basically, this company is the initiator of other businesses as well as research works in any organization and library, which is good enough to give hope for donation and this work. It is a way to advance the goals of this library and electronic business and entrepreneurship in the digital world. Also, in the section of suggestions for improving and promoting this work, the network method is also mentioned, which is the best way to do electronic work in the virtual world. Also, this method can open the way for ontology and information retrieval in the digital world, and in principle, this way can be suggested for better performance in both specialized and public libraries.

While, there have been many efforts in research & practice about digital libraries, library managers encounter whit new challenges for developing digital libraries. These challenges include "domain attitude", "building digital collection", "staff" & "preservation". This paper discusses the issues & challenges of digital libraries from the viewpoint of management using other libraries' experiences and research results and give solutions to these challenges. The challenges may be grouped under the following five broad categories: attitude, staff, building digital collection, digitizing tools and preservation.

After passing more than one decade of appearance of digital libraries in Iran, they couldn’t meet their real mission, which is responding to audience needs. Surely, this problem is affected by potentially and real factors. So this research wants to recognize resistant factors and driving factors by recourse oriented approach, and then to fit them in integrated model. Research method which we apply is grounded theory, we use systematic method in three level and steps. Research data is collected from documented research, twenty deep interview with digital library experts. After coding step, this data sit in paradigm model format and development digital library model of Iran formed.

Coronavirus disease 2019 (COVID-19) highly affected the people anywhere in the world. Iran has also been highly affected by this disease. We do not know if it is either a man-made or natural disease, which is beyond the scope of this paper. In any case, each disaster has two sides and brings both limitations and opportunities, and we must try our best to change the limitations into opportunities. In fact, living in difficult situations makes people strong and resistant and forces them to find suitable solutions. One of the opportunities COVID-19 brought for us is that it proposed another way of living: some people were ready for it, some accepted reluctantly and some must be compelled to prepare for it. COVID-19 taught us that we can have our cultural activities in less expensive way, provided that the electronic infrastructure is ready, and the men in charge are well elected and responsible; It taught us that we must not waste our educational courses with unnecessary works; it proposed a competitor state of educational teaching seriously. It also showed us if someone does not try his/her best, his/her job would be omitted very soon in the era of calamity. With the worldwide spread of COVID-19 in Iran as well as in other countries, the IRIB TV provided teaching programs and Iranian school students began using it. If virtual services are provided, libraries can easily serve people in this situation. Now, the Iranian “Social Network of Students” (in Persian, acronymically abbreviated to “SHAD”) and another program called the “TV School of Iran” are two successful programs which are aimed to continue their services after the eradication of COVID-19 as well. In these days, libraries should also become more active, and try their best to answer the educational, cultural and social needs of people. If libraries want to compete with others in cultural and sociological activities, and if librarians do not want to be only knowledge keepers, as Millville Dewey had mentioned, they have to find new ways in competition. They have to be more active and change their way of service to people. It seems that Iran Public Libraries Foundation has to supplement the existing educational and cultural services with establishing school digital libraries. Some recommendations are as follows: 1. Book publishing should be hybrid (it should include both print and electronic publishing); 2. Virtual book fairs in attractive forms must be held; 3. All people should be widely informed that their educational needs are met or can be met at low costs and librarians are be accessible anytime and anywhere as soon as possible.

Aim: Digitization is a way to better organize and present information that will make it easier for the general public to access it. Nevertheless, intellectual property rights based on author-centered perspectives pose challenges for libraries,To the extent that today it is a necessity to say that these rights need an intellectual revolution to always ensure a balance between the rights of the owners of works and society. Traditionally, when a library buys a book from a publisher, according to the "first sale or exhaustion" theory, the purchased copy is no longer subject to copyright control rules. Lending books in libraries is based on exactly the same legal basis. But this basis is not very effective in lending books to e-libraries. So from the point of view of some, At present, copyright law presupposes the or exhaustion of rights only to tangible objects, such as printed books, and vice versa,The status of digital works is ambiguous. The main goal of the present research is to resolve these ambiguities as much as possible by categorizing the sources. Methodoligy: This research is practical in terms of purpose and qualitative-descriptive in terms of the method of data collection and analysis. Findings: Books and digital works Digital libraries are divided into three categories in terms of the status of publishing rights and especially the legal status of access to them,First, copyrighted works (sponsored),Second, Orphan Works And finally, Out-Of-Print Works. The solution that strengthens digital libraries is to assign Orphan and Out-Of-Print Works to the public domain. The transformation of these works as part of public ownership does not sever the connection of the work with its creator, and in fact, these works generally have a family and this family (society) will enjoy it and benefit from its benefits. Conclusion: The existence of a comprehensive regulatory framework supporting online digital libraries and protecting and expanding public knowledge and awareness is a fundamental need and necessity. Today, digital libraries are considered the main means of access to knowledge and awareness, and removing monopolies and enriching digital libraries is very decisive in this field. It is necessary to review the strict laws of authors' rights in favor of the production of knowledge and information and public culture, as well as the expansion of copyright laws in order to help the production of knowledge, information and culture. Many legal proposals have been submitted to resolve the issue of copyrighted works. These proposals include, Legislative amendment of copyright law, special library exemption and Courts’,intervention to uphold digital exhaustion.
